So this is part of the elements series I am going to do. This is my image for wind, as I'm guessing you can see. I've been so busy with Cross Country lately all my watchers should get used to later uploads. Enjoy! :D

This piece is very well done, and I enjoy it.

Vision: Overall, this is very nice on the eyes, and there aren't any blinding colors. Personally, I think we should be able to see the face more, as well as have the dress more blown out in the wind, but that is a personal opinion.

Originality: If we're being honest, it's not very original, but it's certainly not the most cliché thing out there. And despite me wishing for the dress to be in full motion, that probably makes it more original; the dress is (mostly) still whole everything else is in movement.

Technique: I noticed that you used the 'thirds rule' in the placement of your subject, and I like that very much. But, while your subject is two thirds across the picture, the background doesn't follow this same rule. The horizon line is smack dab in the middle, and unless the subject is just floating there, there should be nothing in the middle. For improvement, I suggest lowering or raising the P.O.V. Put the horizon either one third down the page, or two thirds down the page,depending on what part of the subject you wish to be the main part. If the horizon is higher, the dress is the subject; if the horizon is lower, it is the hair and position that is the subject.

Impact: the only problem I had with it (other than the background placement) was that if the dress were a different color, like a bold, solid, red, it would have made the subject stand out more. But, it doesn't have to be red; just a bold solid color would do. The pattern almost makes it blend in with the flowers. A desaturated yellow would have also been a good idea as well.

Overall, I found I enjoyed the calmness it gave, and it reminded me of a summer day in my home state of Alabama.

This is good. You found the use of wind fantastically. The repetition of the flowers in her dress and those of the meadow is good. And she's not placed statically. Your idea is great here

To improve: I believe, if you can get the wind like this on a light cloudy day with a blue sky, this would be beyond great. The louds can add more image to this picture, but you don't want so much sunlight, just enough to bring out texture. Which is around about 4pm. Also, try moving the horizon line more up. It may just add to the meadow rather than take away from it. Experiment with this. :)
